What tier of the new system should colleges/schools be shut at? (Opinion not government)

Right now I'm in the North of England and have had the pleasure of being in three different towns in Yorkshire just this morning. Covid for all intents is not happening, no one has it, no one knows anyone who has had it and no one knows anyone who has died from it (except for people who were expected to die anyway).

Right now where I am there is a covid testing place less that 100 yards away (a huge empty warehouse that has been commandeered) . It's an embarrassment. People in high vis vests just milling around waiting for something to happen, the occasional car pulls up, only to be turned away. 10 or 20 people bored out of their minds, fiddling with their phones in a effort to look busy.
