In a vacuum, yeah, she doesn't look great: not great stats, events unlikely, no good traits for nodes (in case there were a few you were missing). But with whom are you replacing her (or, assuming she's in overflow, who would you have to airlock/freeze to keep her)? Is the alternative a Blue (or even Green) that you really aren't using and could freeze? Is it a lousy 1/4 or 2/4 who is very low on your leveling priority list?
Who are your other DIP and/or SCI shuttle crew? Are they already FE'd, or would you have to use items/chrons to level them like you'd have to do with Vina? At FE (or level 30 or level 80; wherever they'd potentially be useful), how many would be more useful than Vina at the same level?
How much would they cost to level according to the Crew Cost Calculator (http://ssr.izausomecreations.com/crewcost.html)? Vina, for example, is described as Average for Legendaries, with an average cost (assuming you started with zero items) of 8367.7 chrons; Lady Beverly (presumably one of your 2-4 Purples, even if she's not a stat comp to Vina) is Difficult among Purples at an average of 6891.5 chrons. If Vina's 20% better at 1/5 than a 4/4 (or 2/4), then the extra chron cost might be worthwhile.
You know your crew better than we do. If you think she's not worth it/will annoy you when you see her, then space her and don't worry about it.
