What would the geopolitical fallout of the Chinese rocket crashing into a U.S. city have been like?

Geopolitically speaking, China will also face pressure internally not to set a precedent of paying damages or to appear weak in front of another superpower. The U.N. has very little influence on the actions these two nations may have. I guess what I'm asking is, would China be willing to pay damages if their debris hits a large building or skyscraper for example? Manhattan? What if the debris kills Americans, would America be okay with taking only monetary damages? Would America impose sanctions? How would China respond to those sanctions, if applicable? I'm trying to open up a geopolitical debate, and we know that geopolitics don't always follow the letter of the law, let alone U.N. conventions.
