Actually I've been researching this for fun in the last few months. From what I've seen, the common reason for someone to lose their eyelids seem to be from burn and it's case by case, sometimes skin graft can be used to create eyelids that are functionally similar to the real thing, either completely or they might have some issues closing it all the way down..
In some cases, they don't seem to have 'functional' eyelids anymore (maybe the eyelids muscles were destroyed?), they just grafted skin on the eyes, made a tiny holes on them for your eyes to still see out but enough to keep the moisture inside, and that your eyes will be covered while you're sleeping. you can't really close the holes though.
