Obviously the "Morgan is the worst SSR berserker and LB King" comments were overkill, but I don't think the part you quoted from GamePress was unreasonable at the time of her release. Sure, she proved useful as a role player in clearing some irregular nodes in that NeroFest due to the convenience of 50% battery, but even then other AOE servants could often substitute in for her; she was a good servant but seemingly not pushed to be obviously gamebreaking like the other LB Kings. Only after Koyanskaya debut did I feel like her unique selling point of having a 50% battery was fully utilized to push her to being an unmatched powerhouse in her position, so I don't blame people for being initially lukewarm on her
