Whats the worst that could happen?

I never said CA was the center of the world but since you bring it up legally speaking the official center of the world is in Felicity, CA it was set by law, based upon a now popular book for children and as of 1989 the law was recognized by the Institut Geographique National of the Government of France. I never said anything about it being good driving etiquette I was only stating what is legal in CA. Since CA does not recognize a "passing lane" in its Vehicle Code it is legal to pass and or overtake in a right lane although it is very dangerous and not advisable as most people actually cut off the car behind them when they overtake a car. Yes I do understand the difference between passing and overtaking. I completely agree that you should signal to a car to get over to which most people are oblivious to whats going on behind them unfortunately. Every state has different driving laws and I was stating what was legal in CA to which obviously may not be legal in other states.

CVC 21754. The driver of a vehicle may overtake and pass to the right of another vehicle only under the following conditions: (a) When the vehicle overtaken is making or about to make a left turn. (b) Upon a highway within a business or residence district with unobstructed pavement of sufficient width for two or more lines of moving vehicles in the direction of travel. (c) Upon any highway outside of a business or residence district with unobstructed pavement of sufficient width and clearly marked for two or more lines of moving traffic in the direction of travel. (d) Upon a one-way street. (e) Upon a highway divided into two roadways where traffic is restricted to one direction upon each of such roadways. The provisions of this section shall not relieve the driver of a slow moving vehicle from the duty to drive as closely as practicable to the right hand edge of the roadway.
