What's wrong with the old boroughs?

Municipal governments are not „everyone gets to run things“ in the cities I know. Coalitions govern, fill the political posts, and they have an opposition that keeps them in check. Which is a major quality in a democracy. That has nothing to do with partisanship. It can happen in good ways or in bad ways, depending on good folks being elected.

It also depends on what competence the municipality has in a state - and the Bezirke in Berlin have a LOT.

(Also… not surprised BVVs have many idiots, anyone who is sane heads towards state level politics asap… no wonder your impression was meh?)

Also…. it‘s starting to feel like you‘re willfully misconstruing everything that doesn‘t support your idea here. I didn‘t realize your post wasn‘t really asking a question, but a jumping-off point to a solution that your mind is already set on anyway. Sorry if the points I raised just don‘t seem to fit into that.
