For save-or-sucks, it is FAR better than those two spells, because it functionally is the save-or-suck. If you Silvery Barbs a successful save against Polymorph, you've given the enemy the same probability to save against Polymorph as if you had cast Polymorph twice, all for the price of a 1st-level slot. And since it was a reaction, you still have your action, and you can cast leveled spells.

If it were just disadvantage before the save, it would be one thing. But rerolling after the save means you don't even risk wasting your 1st-level slot to cause a spell of any level to succeed.
