When did American Congress get so quiet compared to the British Parliament that yell and scream?

American society is both very divided and not divided at the same time. It’s very divided in the sense that quite a large portion hold only to either democratic or republican views and the portion that’s in the middle just doesn’t care that much about politics. In other countries, you have people that believe in more than one party and take a big part in politics despite being moderate.

In the US, people that are underrepresented typically don’t feel too strongly about politics. It’s usually people who feel strongly towards the democratic or republican side. Because those who are very vociferous already have their views known and rarely feel marginalized, you don’t get the same need to lash out as a party with say the support of only 10 percent of the population whose views aren’t really known by everyone outside of the party but is being marginalized and shooed aside.
