When did meeting expectations at work become synonymous with "quiet quitting" ?

Same. I worked crazy hours for years. I was on call for a major fortune 500 for literally weeks on end 24/7, including vacations. Never once paid anything more than my coworkers that were not on call. I brought this up during my 1:1. I wanted to either be on call less, or be paid or my time. The immediate response was

"What?! I don't know how to take this. You've been such a great asset. A team player. This is honestly taking me off guard. Why don't you take a moment to cool off and really think about what you're telling me. Are you really resigning?"

Like no bro. This is our normal biweekly 1:1. I asked that I not be on call just like everyone else, or be compensated for my time. At no point did I talk about transitioning to another job let alone another company.

The next day I applied for another position. Within 30 days I was making 40% more. Five years of my life, unending dedication, on call support and yearly 3% raises don't cut it
