When you don't know any facts about Africa

It was a class based distinction that solidified into an ethnic one. Tutsi were herder's while the Hutu were farmers. The herders being mobile and thus better fighters established an aristocratic monarchy over the settled farmers. Europeans show up and in their boundless tolerance they try to respect local customs but they have an obsessions with things being ordered and disciplined so they end up requiring a license for everything so they hand out Tutsi or Hutu licenses to everyone and it solidifies even when they both moved into urban areas and neither of them is a herder or a farmer. Without the europeans it would likely be as significant as the distinction between the nobility and the commoners, which was significant for maybe a couple generations after it ceased to be relevant but I have to assume nobody cares anymore.
