Iran does have a dress code for men as well. It also has obligatory circumcision for men.

In my opinion, hijab is a "fetish", as Karl Marx would say. It's like abortion ban for many American conservatives. Hijab, just like abortion ban, is a fetish, a signifier that there is still connection with "the old days". Just like Republicans, who want to ban abortion so that they can feel like there is still some of that "old world" left, Islamic conservatives want to keep hijab so they can feel there is some of the old Islamic piety left. Just like Republicans, they would like to forget that there are all sorts of things happening behind hijab.
