If you've been playing staff and you feel you need second chance for Sephiroth then you likely haven't grasped how the build works. It's why they give it so late in the first place, it's simply not needed.

In later games it is due to how it can be used but in 1 if you're dropping a combo you shouldn't have used it anyway, it's not really going at a fast enough pace where you should feel it's needed unless you insist on brainlessly mashing through everything, which you shouldn't be with staff in the first place.

Even if you absolutely feel you need it it's literally 4 levels afterwards, at a point where the best leveling routes are all available, so it's only a short farm if you really want it asap. You get it at around the time it can be useful when paired with ripple drive anyway, by that time though you should already be used to playing without so it's more a convenience, essentially allowing you to clear stuff a bit faster. Even then you're not far off 100% gravities and that's going to kill stuff faster still. So overall slightly later isn't really a con because the strengths of the build and the playstyle you develop by using it outweigh the 4 level difference.
