Which group of citizens has the most influence in Portland in 2022?

I get that the homeless are the biggest artifact of our current political situation, but like criminals, they are not a voting block. They are not advocates or writers of policy. The power in Portland is the same as the power everywhere in the West; the power is in the hands of the wealthy few. The issues we face are not faced by them. They work in offices in gated campuses and homes in gated communities. As we hit the wall and move out, they scoop up the properties and jack up the rent. The homeless will stop being a problem when they decide they can't benefit from them any further. At that point, they will not seek to rehabilitate, but simply re-criminalize. And Amerikkka ratchets right.
