Which team is the likeliest to become the next dynasty?

None. Dynasties simply aren't supposed to happen in the NFL, with the salary cap and high player turnover. Having a stacked team with a solid superbowl window isn't a dynasty.

The reason New England had one is because of:

  • The best football coach ever and the best quarterback ever.
  • Tom Brady's superhuman genetics/obsessive competitiveness that has extended his prime into his 40's
  • TB12 being married to one of the wealthiest women in the world and therefore willing to take a lesser cut, putting the balance of salary cap power massively in NE's favor.

Probability wise it's bound to happen again of course, but I think it's a once-in-a-lifetime event and no franchise currently in existence can do it with what they have right now.
