Iraq had no military forces that could drop bombs on their head quarters or target their CEOs. The enemies now have opposing economic interests as opposed to just falling over when pushed. In WW II, the Americans tried to capture German military industrial complex members. The Russians and Chinese might just kill them and use their own.

There has been a consistent refrain from legislators in support of Donald Trump and discussing the investigations. The actions taken by the military and the staffs are very telling. The strikes are measured, and the comments very specific about what is done and why. There is a constant air of "brake application" to the war machines.

I'm not even sure he's not primarily a spokesperson with Pence calling all the shots. When they are together Pence wears the red tie. Trump, I am sure calls some shots, but there is a lot more "team doing the writing" about his marketing on twitter than people want to believe.
