My point is that he didn't, as you claimed, refuse to put down the gun.
The same way they always deal with open-carry.

Crawford never pointed the gun at anyone. This is the heart of the issue, and every indication is that he saw a black guy with a gun, and either made up or imagined the rest
When someone gets nervous about a white guy open-carrying (and that does happen) the police don't show up and immediately shoot them.
