No, Merc guy abrogated his rights to compensation for accidental damages when he committed an infraction by being in a place he wasn't authorized to be. His insurance company will point to the clause in his policy saying they owe him nothing in the case of illegal acts. If he tries to make a claim against the handicapped guy's insurance company they will say "sue us." If he sues anyone he will be unable to prove malice, which might be the only thing that could restore his rights to collect, and the court will throw him out and probably order him to pay all costs, and they don't give discounts.

Meanwhile, handicapped guy will start to think about the fact that Merc guy only had to pay a ticket for improper parking, and has yet to compensate him for trapping him in his vehicle, preventing him from conducting his business, and probably causing him physical distress of several kinds. Upon being sued he will have the imperative to counter-sue, and the courts will be 100% sympathetic to him.

So good luck with that. Take the ticket, apologize, and consider it a lesson learned.
