Who decides?

Not that white people should have any say in history regarding racism, i feel it should be pointed out that there are different styles of teaching about racism, with the main concern regarding the timeliness of racism, for instance whether racism was a thing of the past or inherent in all modern institutions. If you want a truly equal society, do you teach children that they're considered subpar by the society that they live in, or teach them that anything is possible? Not to say the latter isn't almost dogmatically indoctrinating, but at the same time, the goal should be a young generation of black Americans feeling empowered to accomplish their destiny, that's my 2 cents as a white dude. Racism is an important topic, obviously, the tough part is the lens of modernity
