So who gains from having Bill C-51 pass?

In all honesty, I don't think anyone really gains from passing this bill. I really dislike the bill, its framed in a way that basically says "we want to look at all your dirty laundry to make sure you aren't trying to kill anyone or undermine our interests". As someone who is fairly vocal against the Harper Administration it basically seems to me that they're looking for ways to discredit any potential dissenters. We've caught terrorists without having the use of this bill, and we could continue to do so, our intelligence services are clearly capable of doing this. A random psychopath who isolates themselves and begins fostering malicious and violent emotions is going to be able to get through the cracks, like what happened in Moncton or even what happened in Ottawa. Its VERY difficult to track down and capture loners who intend to make a name for themselves and to make their mark in history.

HOWEVER, I can also see where the Conservative government is coming from. They want to protect its citizens with any means necessary, and I feel like a lot of the conservative cabinet is of that mindset. I don't think their is any evil in their minds in trying to pass this bill. They aren't bad people for trying to pass it, I just feel like they're pushing it in a totally inappropriate way.

In the end, nobody wins with this Bill. Not the Conservative government who think they're going to catch a whole bunch of home grown terrorists, not the people trying to fight it for privacy reasons, and certainly not the apathetic who couldn't care less if it passes or not. Its a joke of a bill that will end up doing very little, and when CSIS continues to catch people trying to blow up the U.S. Consulate the harper administration will jump up and yell "SEE? WE CATCH PEOPLE WITH THIS NEW BILL!" but in reality all thats really changed is CSIS operatives will be able to snoop on people they aren't supposed to, but hopefully we won't have a situation such as this, where we're questioning and detaining random civilians on unsubstantiated claims of terrorism because they're from a different country.
