No, his response isn’t answering your question. And I only read about this from a WSJ article during holders 2012 contempt saga. So I don’t know if I can link to a paywall but it said the criminal prosecution of the AG is in the hands of the US Attorney for the District of Columbia. Which is an appointee by the president.

Side note: In 2012 they quoted DOJ precedent that the department will not enforce a contempt motion in cases when the president has asserted executive privilege. Obama asserted executive privilege to shield some documents from congress after congress found holder in contempt for refusing to comply with document requests.
