Anakin fulfilled his destiny in Revenge of the Sith. He brought balance. Do you not know what balance means? Nowhere did the prophecy say it would wipe out the Sith. To bring balance means to even the scales. That’s what he did.

And to take your river metaphor. The Jedi used the force to further their own position in the republic to ensure the oppression of the Sith would never return. They used it just as much as the Sith did. Gray Jedi on the other hand, such as Qui Gon refused to do this and let the force take its course and trusted it with his life.

That is why the Jedi council didn’t not wish for Anakin to be trained. Qui Gon agreed that his future was uncertain. Nevertheless the boy must be trained, for he is the chosen one. Qui Gon was defiant. The force was his guidance. Not the Jedi council.
