Pairing camera monitoring with ATM transactions would be very expensive, require a lot more hardware, and is likely to add several layers of security vulnerabilities that could also be compromised. That is before considering the greatly increased monitoring costs (from zero to anything from the bank's point of view) for normal transaction errors and false positives, multiplied over the number of ATMs anyone operates. When you think of how many ATM's are still running on windows XP, its very hard to imagine anyone agreeing to voluntarily spend a penny on upgrading their security until they are forced to.
