[WI] Can my dad's wife of 1 year make unilateral decisions on major home renovations when her name is not on the mortgage?

All I needed to know is if she can go around him legally to do major renovations. I've got my answer, it's no. There's no wedge to be driven between me and my dad. They met, two days later she moved in, a few weeks after that, they were married, now my dad knows that she has serious mental health issues (diagnosed by a psychiatrist) that she refuses to acknowledge and as a result, does not take any medication that she desperately needs. So instead she has constant manic and depressive spikes (in no way are they mild, they range from high on top of the world to suicidal) that are totally unregulated. My dad was afraid to talk to me in front of her on Friday. Afraid. No adult in a relationship should be afraid to talk in front of their spouse to their daughter about things that had nothing to do with her, and he wants to talk to me today specifically while she's out of the house. I just want to make sure there are no legal claims she has to the house, outside of likely tenants rights.
