Will the apple music skill be allowed in other countries in the future?

While the API may be an amazon thing, Apple doesn't have to use it, that's their choice. Sure it may be easier, but do we really think Apple can't work around something even when it's "harder"? When has anything gone non proprietary with Apple without first making sure they couldn't succeed without it? If there is a chance Apple can force exclusivity, they won't give up easily, which sucks but is smart on their part, they have a dedicated and invested fan base. Amazon would likely do the same in their shoes. Clearly Apple maintains their fan base regardless of compatibility issues lasting years with third-party tech. But don't assume because a new API isn't available that Apple (and Amazon) couldn't make it happen. Both sides have pros and cons, Amazon gains speaker sales with Apple support, but loses the chance at taking someone out of Apple's ecosystem. Apple maintains phone sales and only loses smart home exclusivity. When has Amazon ever been the stingy one with any compatibility issues? Neither of us "know" why, I just gave my bet.
