You can reduce stutters by reducing cpu usuage. Stutters comes with extreme use vs spikes not having stutters due to it not truly maxing out. The stutters can be related to be going past maximum.

All I am saying is that you're making a claim that they are two separate issues and claiming people are in correct but you don't have a single bit of evidence to provide so.

What could be possibly happening is that certain cpu's are improving with the changes but others are still incapable of handling the load. Thus you see a reduce in stuttering and still see a lot of spikes of cpu use etc.

If you don't have any information to back your claims then don't tell people otherwise.
