You see this in elite sports all the time. Hundreds, if not thousands of prospects will be on the radar of scouts to some degree. 99% of them don't get signed right away unless they appear to be a can't miss, potential world class talent.

It's like Real Madrid passing on a player with no top flight experience then they join a smaller team and start impressing then Real Madrid might put in a bid to try sign them now that they've seen him perform on a bigger stage.

And so many people saying "I can't believe Vince passed on this guy!" Do people really think Vince could pick this guy or any other indy wrestler out of a line-up? The people doing this kind of scouting are like a dozen levels below Vince on the corporate ladder. Hell, there are probably people on NXT TV who Vince isn't even aware of.
