Will the Raiders fill enough holes in the draft and free agency to rebuild both their offense and defense, to justify their signing of an expensive and aging wide receiver who is a major distraction?

Here's the justification, two teams from the west went to the playoffs, neither of which are slouches, and of which the chiefs seem poised to compete for the foreseeable future. The Broncos while we have been awful for two seasons could return to form with Fangio. Though I'm still not 100% on Flacco. So in a competitive division, moves need made to try and be or stay competitive. I fucking hate the raiders, but can anyone outside of their fanbase think of who they had catching anything last season? So it's not like it's a luxury signing, but a move to better the team. And if it fails, well as a professional hater of the raiders, something to look forward to. Could be wrong, guess we'll know in 7 or 8 months after they've played some games.
