If Wilmington would offer more business tax incentives for well paying unskilled labor, provide rent controlled areas, and pull in more national chains of grocery store that can bring lower prices, I think the city could recover.

There are so many things wrong with what you just said that I don't know where to begin and where to end. First off, let me start with the end of your comment. I know Bernie Kenny of Kenny Family Shoprite's personally. He was my old boss. Great man and employees a hell of a lot of hardworking people and actively was involved in putting a nice brand new Shoprite down by the riverfront which created many jobs. So if anything, we need fewer people coming in with ideas of grocery stores that would do nothing but create problems (hello, look at the stupid plan to buy Vince's and tear that down?).

Secondly, unskilled labor? Hell no. We have skilled laborers for a reason. My uncle is one of them. I'm not putting him out of a job with one of the largest home builders in the state all because it would make things a bit cheaper. Hell would have to freeze over before anyone that I know would agree to that.

And lastly, they already do provide rent controlled areas. It's called Wilmington Housing Authority.
