I don't know how you can make that assessment unless you have personally worked on the development of Windows and even with access to the code, it would still be tough to draw any conclusions given how enormous the code base is by now.

Also, the problems with Windows 10 go far beyond the metrics and usage tracking. Even after opting out of all of their tracking and setting all options for maximum privacy, the OS still phones home quite a bit. For example, the built-in search will still send data to Bing with every single key press, and the only way to disable this is to block Windows search in the firewall.

-The window title bars are a blinding bright white, which makes it especially hard to differentiate the focused window from the background windows. They can only be changed to the accent color using a somewhat convoluted workaround.

-Open applications in the taskbar are marked with a microscopic underline that actually gets cut off on multiple monitors that I have used at certain view angles. Windows 8's taskbar was already beautiful, so this change feels like it was done purely for the sake of change rather than for aesthetics or usefulness.

-Windows Explorer windows cascade even after all instances are closed. Cascading is the expected behavior when an instance of a non-maximized application is still open, but this is just a bug that they introduced in 10 and it's a huge annoyance.

-The new start menu certainly looks good and it's an improvement over 8's start screen, but it's not as useful or as easily customized as previous start menus.

I could go on an on about 10's annoyances. They made some great changes but overall, it feels like a step backward compared to 8.1.
