Not exactly. Killing people being is not a new concept. Just because humanity's morality has changed, doesn't mean all of morality has changed. Killing is one of those things that has remained pretty static over the course of history. The atrocities of the holocast were never made to be morally correct, because Hitler didn't actually win.

If he somehow won, got world domination and altered all school systems and mass media in such a way that it tried to justify the holocaust and change the moral compass of the next generation or the generation after, while silencing the existing generation. It could change the moral compass of people. Seems hard to justify mass murder though.
