Wiring questions on a weird old light switch

Can I just make the outlet normal and not switch controlled?

The NEC - electrical code that governs the entire USA - requires that each room in a house used for habitation (i.e. not a closet) must have a switch near the door that controls either a light fixture or an outlet. Hallways and stairways must have three-way switches, one at each end.

This is a safety concern. You need to be able to stand in the doorway and reach a switch that can light up the room before you enter the room. Otherwise, you might trip and injure yourself in the dark.

What this means in your situation: if this room has an overhead light fixture controlled by a switch, then you do not need the switched outlet. Otherwise, code requires the switched outlet.
