Well one of the keys is to figure out which rules and fees are even needed. Eliminating those would be a huge step. If you look at the Ferguson report, these poor people were definitely and clearly being victimized by the system. Most other places in North America do this to a greater than lesser extent.

Colorado eliminating their pot laws has apparently not had any real negative effects. I have zero interest in smoking pot but I would love to see the pot laws go away for all they do is create criminals where none need exist. It is easy to argue that people shouldn't smoke pot and then there would be no problem; but why have a law that is just so stupid?

I know a guy who is effectively the crime investigator in a nearby prison. I asked him what percentage of his inmates would not be there if all drugs were legal and cheap to get. He said it might be a 90% drop in the jail population in that if they aren't there for drugs they are there for something to do with drugs such as theft, prostitution, or other stupid things they did to get drugs.

But he had a great point. His argument was that if someone is addicted to a drug and does a crime out of desperation that they wouldn't do that crime if they stopped using drugs or if the drugs were cheap(or free from a clinic). But that there are people who commit the same crimes who aren't desperate, just really bad people; people who will almost certainly continue with a life of crime when they are released.

So he suggests that if drugs and their related crimes were reduced then the bulk of the remaining criminals would truly qualify for "lock them up and throw away the key".

So even if you hate addicts and junkies it is better for them to sit in a squalid place of their own ruining themselves than to put them into a jail and pay for their incarceration for decades in a "fair" system where the real psychos get out sooner than later.
