Woman who falsely accused DPS trooper of rape won't face additional charges

These things are more about ass covering than anything else. When it was the women making the accusation, it was people in leadership positions trying to make sure that they (and their department) wasn't going to get burned by the fallout. They weren't going to throw the guy under the bus unless it was necessary to cover their own ass.

When it becomes about the women making false clams. It becomes avoiding scrutiny elsewhere. More than likely, if they prosecute the women, it will only bring additional oversight and people digging into other accusations.

A drunk women claimed she was raped. She can blame the alcohol and basically get a pass. If they charge her, she may double down on the claim. Maybe say it happened off camera or something like that. Suddenly, you have reporters digging up dirt on other officers. Accusations from other people start to come out. Private, off duty, encounters start becoming evidence.

They don't want that shit to happen.
