I think its like gotta do smth with modesty? Kinda like how women from then in the us weren't allowed to show too much skin, but breasts are still very sexualised so were gonna have to keep those covered still. Could have to do with how hormones and bodily autonomy works?

Dudes(even queer women)like breasts on women and women dont really mind men's breast much. Idk if queer women also would find breasts attractive too because men find so, so that kinda imprints on everyone, in means of finding women attractive, youre gonna subconsciously have to like breasts or if you like women, you automatically like them if that makes sense?? Its kinda hard to explain what i mean.
