Would it be illegal to make a game with a similar control scheme to Super Mario 64?

Okay.

Let's get something straight for a second. When at all did I ever claim that I was mature and had years of experience under my belt? I might come off as naive and looking a bit wrong at an angle for developing this game of mine, but who cares? Everyone was naive and inexperienced with what they wanted to do at first, and had little knowledge of how to do something. I want to develop a game, and I'm learning how to do the entire process, hence all of these questions for this next step. I WANT to learn how so I CAN publish this game one day. I'm getting information and am experienced, and people are going to look down at me for not knowing what to do? Of course I don't know what to do. Who do I look like, Gabe Newell?

The reason I have an issue with people telling me to learn coding and such myself to develop the game myself is, it would be borderline impossible to do it myself. Take a look at a game like the new Black Flag from Assassin's Creed. Look at all of the human models, the trees, the landscape, the water effects, the buildings, the lighting effects, and so on. I want to create something along the lines of THAT, and I guarantee that one person did not create that game. That's why it is absolutely MANDATORY to hire people to get my game out there, but a game like this would cost maybe $4 million or so, due to my research about development costs. That money has to come from SOMEWHERE. One solution would be to develop smaller games and raise the money that way, but that would still require a development team. This might sound a bit over-the-top, but I'd absolutely like to have stunning animations and a borderline perfect set of coding that can only be created by people who had plenty of experience under their belt. Basically, the people I'd like to hire.

Sure, I guess knowing quite a bit about how coding and animation works so I can properly guide the development team, and that's a given. I have no issue with learning the stuff to be a proper leader. My concern is actually getting the money, and if I can't get the money, I'll have to rely on those without as much experience who may not be able to put together the visualization that I want to create.
