Wtf is this and how is it legal? Spotted in Muskogee, OK.

Just came across this, so I'm a bit late to the party. Reserve officers and deputies are commissioned peace officers that do not get paid for their time; they volunteer. They can do the same exact job as paid officers, depending on departmental policy.

The Extra Eyes program in Muskogee is not commissioned officers, nor do they carry firearms. What they do is essentially what you see here - drive around and if they see something suspicious call it in to dispatch for an officer to check out. Typically it consists of retired individuals that don't want to be Walmart greeters but still want to be active, lol. They do actually complete a "citizen's academy", which is pretty informative, as I understand it.
