Do you mean to communicate that if the Third Reich did not have long-range bombing and industrial capabilities that could've matched American output that they would not have used those capabilities to mass-murder British civilians in scorched earth bombing runs? Of course they fucking would have--that's why they launched literally tens of thousands of V-1s and V-2s indiscriminately at civilian areas.

None of this fucking matters. The fact of the matter is that this Luftwaffe pilot breached certain standards of normative and accepted behavior amongst pilots in aerial combat. He got the just punishment for it and so did every single other swinging dick that was complicit in Nazism, its higher leadership and anyone who served to promote its ideology that justified behavior like shooting unarmed bomber crews.
