WWE Could utilize even MORE part timers/past stars, while building new/current ones...

Going on your past GM idea, what I'd like to see is an election storyline to play off of the 2016 elections. Design a bunch of parties, have GM's run against each other and eventually choose them at WrestleMania and hold the elections on the night before the General Elections.

PEOPLE PARTY

We have John Laurinaitis announce he'll be running for the People Party that reflects the will of the people. He'll be running on People Power and cites his runs as GM of Raw and SD as his experience necessary to lead. Teddy Long comes out of the wood work to say he's got the will of the WWE Universe in mind and runs for the People Party too. All of a sudden, John's old assistant, Eve Torres also joins the fray and we got a 3-horse race.

AUTHORITY PARTY

The Authority won't be in power after the elections, so they form their own party to take over. It starts off with the likes of David Otunga and Brad Maddox trying to kiss ass and it looks like they won't be able to get anyone important, but Shawn Michaels eventually runs for the Authority Party after contemplating running for the Old School Party.

OLD SCHOOL PARTY

HBK contemplates running here, but decides against it. William Regal and Paul Heyman are relieved, because they're running against each other here. After believing that they will have to debate 1-on-1, Ric Flair makes a surprise announcement and joins them on the debate stage.

ANTI-AUTHORITY PARTY

In response to the Authority Party, Shane organizes his own Anti-Authority Party, but he refuses to run. Instead, Sting, Bret Hart, Kane and Brad Maddox (after HBK runs for the Pro-Authority Party) announce they will run for this party's nomination.

PATRIOT PARTY

Zeb Coulter begins a Trump-like campaign against immigration, but Sgt. Slaughter tries to fight him using his record as Commissioner to run on experience. JBL runs against him with a George Bush-style campaign and Zeb eventually endorses him. When Slaughter is taken out, it looks like JBL is going to take it, but Kurt Angle makes a surprise return for the elections and announces his candidacy.

ATTITUDE PARTY

Eric Bischoff announces he's going to bring back attitude to the WWE with this new platform, citing his early 2000's GM run as how he'll run Raw again. Booker T and Mick Foley run against him, but they fumble in the debates, when Stone Cold announces his candidacy and goes directly up against Bischoff.

Along with all this, Santino Marella runs as an independent.

By WM32, I'd assume HBK, Eve, Sting, Santino, Angle, Flair and Stone Cold are announced as the candidates. HBK eventually drops out after having a falling out with The Authority. Somehow the Authority oust Shane's funding from WWE and Sting has to drop out as well. Santino agrees to be Angle's running mate, and Flair agrees to be Eve's. Stone Cold is eventually DQ'ed for not picking a running mate before the deadline. Then it's down to Angle/Santino vs. Eve/Flair. Eve turns heel during the general campaign and berates Flair at every turn, sealing the deal for Angle and leading to Flair putting her in the Figure Four after election night.
