It's like that everywhere. I caught some punk breaking into my car near gun Rd. He ran and a buddy and I chased him, ended up pinning him in a ditch right at a 4-way stop. Middle of winter the ditches were filled with snow, there's 3 guys essentially fighting 2 on 1 and at least 30 cars must have passed us, each coming to a full stop before passing through the intersection. We were trying to waive people down so they could call the police but nobody would stop.

When I think back to it, we could have killed that guy and left him in the ditch right next to a really busy intersection and nobody would have done anything or even known since nobody wanted to stop
