It doesn't "exist" in the sense that it hasn't ever happened, but with ideas that isn't really necessary. All it takes for an idea to exist is for a person or group of people to bring its existence into fruition. You could say it doesn't exist in the same way you could say socialism didn't exist before Russia tried it. It's not exactly true, because it was never anything more than an idea to begin with.
Without even looking into it, I could infer that technoanarchism is a political theory that technology could be used to reduce the government's authoritative role in individual lives. Iain Banks wrote a book about something related to this, I think, although I never read it.
