In the year ending March 2020, 99% of rapes reported to police in England and Wales resulted in no legal proceedings against alleged attackers

True. The number of people investigating rape, and the resources provided to them has been drastically reduced. But also:

  • There is no prioritisation by management of detections - as long as the investigation is progressed regularly and the risk managed, there's no focus that these investigations actually result in charges

  • Despite what has been reported in the media (and to the disappointment of some victims) there is still a default expection by the CPS that a victim's social services records, school records, medical records, and phone download will be reviewed for anything that undermines them

  • The CPS are totally unwilling to charge and remand suspects in custody, which significantly increases attrition rates
