The problem is, nothing in the current system has stopped that worst case scenario from happening. All civil rights progress had to be made in the face of that kind of danger anyways (Selma, Stonewall, Kent State, you get the idea) and convince Mom and Dad that no, the homosexuals are not pedophiles, interracial marriages will not destroy our genetics, weed is less dangerous than legal opioids, etc.

Nothing about the electoral college system protects minorities inherently, because it's only protecting minorities based on administrative boundaries, which at the moment happens to correspond to the exact same kind of people that won't be progressive.

If we wanted to protect human rights we would protect human rights (eg make any legislation related to it federal-only) not game the system in unpredictable ways. We don't make the state budget by picking items with pachinko after all.
