Helmets are still required in Fremantle, though there have been a few proposals to change the law in Freo for them not to be required.

It has never passed but the same statistics are trotted out each time about helmets reducing cycling (which occurred for a short period when laws were introduced, then bounced back) and never about the number of serious head injuries that go with less helmet usage.

Fremantle is also not ideal for cycling, so for it to be safe there would need to be a lot of changes to roads & paths in the area.

Regardless of the law, the culture of the area tends towards not wearing helmets and police there are more concerned with anti-social behaviour.
