That's a terrible solution. You'll find comments like these under gymastic videos , or anything involving children, that's why it's not against the TOS. Creeps are everywhere, you can't ban every video for every fetish.

A better idea would be to look at channels that have a low contribution factor. A video of just watching kids play posted every day should be treated differently than a weekly yoga class or wtv it may be.

I think people are misunderstanding the point here, youtube has to attack those creators directly and no blanket algorithm is going to fix it all.
