YouTube "Very Concerned" About Article 13, Mulls Copyright Claim Tweaks

And in this thread: People suddenly trusting YouTube when the message is something they already agreed with.

I'll just rain on your parade: YouTube isn't doing this because they are concerned about "the requirements for a copyright filter." (For one, they already have the filter in place)

YouTube is doing this because Article 13 doesn't permit such automated copyright filters, and having to remove ContentID would get them into trouble with Viacom & friends.

Article 17 (formerly, 13) comes with two limitations in paragraph 7:

The cooperation between online content-sharing service providers and rightholders shall not result in the prevention of the availability of works or other subject matter uploaded by users, which do not infringe copyright and related rights, including where such works or other subject matter are covered by an exception or limitation.

and more broadly:

Member States shall ensure that users in each Member State are able to rely on any of the following existing exceptions or limitations when uploading and making available content generated by users on online content-sharing services:
(a) quotation, criticism, review;
(b) use for the purpose of caricature, parody or pastiche.
