This feels like action without a plan. I know there's an idea where apparently doing nothing is considered doing something, and yes, fundamentally speaking doing nothing is a choice therefore you're doing something.... but, if you decide to tell a story at first with the intention of revealing potentially chaotic information then decide halfway consciously to not reveal that information even though you already decided to share your story/take your first blow to the opponent then to me it seems like she's setting herself up to be put in an unfair situation.

Whether she decides to complete her story or to give a general answer would still create chaos to some extent. Now there are various obvious targets in her region, and people are going to aimlessly blame everyone (at some point) because that's how people work, they want to solve a problem to a solution even without all the necessary details.

Nevertheless, it's a brave and difficult choice to make, so I don't think she's in the wrong for sharing her story. It's better then staying comatose to the previous bizarre interactions she has had.
