I am under the understanding that business with extensions also have several phone lines [blocks] that all tie into one central system allowing multiple calls to be received and made at the same time. Thus not allowing incoming calls to receive a busy signal when the main line is in use.

So in this case if the manager was on one line (the main number) and someone called in on the other line (toll free). Anyone calling in while these people were on the phone would receive a busy signal. But with two main numbers and a block of numbers there would be less of a chance for a call in to receive a busy signal.

Taking into consideration this was not a small office but the state wide office they would need a block of numbers to make sure that calls to their photographers were not interfering with incoming calls from customers.

I am not trying to argue or anything just what you were told by AT does not make sense when you look at the scope this office had and that they had their own magazine for that area/state.

I believe either the person you talk to did not understand what you were trying to ask or they had no knowledge of how those office ran 10 years ago. Especially when you take into consideration that those office closed about 7 years ago when AT pulled their publications and went fully digital (internet).
