I hate when people say this shit because you could easily divide Raw into 3 separate hour programs for the sake of booking. Not only does this address the "1 hour" complaint via compartmentalization, but you could also rotate who you are showcasing weekly while also still building to title matches and feud blow offs.

Example: We want 1 hour of main event, world title stuff. We want 1 hour of tag team/women's division stuff. We want 1 hour of midcard stuff. Pick your guys/girls, come up with enough content to cover the segment and send it on its way.
