These are the first decisions made by Shimazu clan after Shimazu Katsuhisa rises as the new head of the clan.
HOME AFFAIR
Daimyo Shimazu Katsuhisa announces that he will visit each province of Shimazu's domain to observe how well the provinces are doing. We expect that the chief of each province prepares a great welcoming ceremony when the head of clan arrives.
We want to make investment on the training of spies who work for Shimazu clan and the development of espionage technology of Shimazu clan. An effective espionage resource is important for ensuring the strength of the integrity of our clan and domain. [Our Plan.]() We are investing 1 point of social tech for this purpose.
CORRUPTION ERADICATION
The Shimazu Clan's Home Affair and Law Enforcement Division (HALE Division) is now expanded as the Home Affair, Law Enforcement, and Corruption Eradication Division (HALECE Division). This expansion adds corruption eradication as one of the responsibilities of the division along with carrying out home affair-related activities and law enforcement. As part of the expansion, all police officers in Shimazu's domain now become responsible for corruption eradication by investigating corruption cases and enforcing the law to criminals of corruption acts.
This expansion is done as an effort to stop corruption carried out by samurais and chiefs which harms the domain's economy and the clan's integrity. Although the alleged corruption has not resulted in significantly adverse effects, we believe that aggressive efforts to fight and prevent corruption must be done BEFORE it resulted in destruction of our economy and moral integrity.
Shimazu Tadayoshi will stay to head the newly-expanded division. Shimazu Tadayoshi was the Chair of HALE Division during the rule of the late Shimazu Tadataka. He was also given the temporary responsibility to govern the domain when the previous head of clan was on his deathbed. As of the date of the expansion, Shimazu Tadayoshi will be responsible to manage corruption eradication activities over the domain and the clan. The head of the clan believes in the Chairman's competence to realize the vision of a corruption-free Shimazu clan because of his experience and his vast connection with very important people. The Chairman submits to the Daimyo of Shimazu.

ECONOMY & PRODUCTION
We, including Daimyo Shimazu Katsuhisa, believe that the policy of giving freedom to each province to create its own economic policy, implemented since 1580 by the previous Daimyo, will lead Shimazu clan into reaching its maximum potential of economic improvement. Therefore, this policy will still be implemented.
The chiefs and samurais are reminded that this policy is created because the Daimyo has trust over his subordinates that they will use this economic freedom to realize their potential to give maximum benefits to the clan as a whole. This trust is an important gift that has to be uphold by the trusted ones. We hope the chiefs, samurais, and other noblemen do not carry out shameful acts over this trust, such as exploiting it for their own benefit. Those who are caught exploiting Daimyo's precious trust will be dealt with seriously and given severe punishment.
We send one economic supervisor for each province to advise the chief and supervise the provincial economic operation. These supervisors help us monitor the provinces' economic activities and ensure that the provinces make the best economic decisions.
